RoLoMa I'd be irritated. I don't know how it is at M'a daycare but when DS was in daycare there was a huge difference between the infant and toddler room. Infants napped as needed, toddlers had one nap per day. Bottles ok in infant room, not allowed in toddler room. Etc etc. DS, who was walking at 9 mos and 99% weight and height, did not transition to toddler room until 13.5 months bc he wasn't developmentally ready. He needed two naps a day. He was on forumla (from a bottle) until 12ish months. Etc. M's transition should occur when he's developmentall ready - not when it's convenient for ratios or he reaches a magic age. Stand your ground and do what you're comfortable with.
I am going to talk to the director at pick-up or tomorrow about just moving him over there starting at 11 months. He can do some full day visits between now and then but no more of this 1/2 day or few hours business.
