Have you tried ointment, heat, and massage? Sometimes you can clear it on your own. H had a clogged duct and we were able to clear it on our own with rx ointment.
Not to sway you one way or the other, but ophthalmologists are surgeons, so when they see something they can fix with surgery that's where they go first. An optometrist is more likely to try other treatment (like drops, ointments, etc) and will refer out if it needs surgery.
I would wait, but I have 3 optometrists in my immediate family, so I'm sure that changes my judgement.

Not sure if it's too late, but two of mine had clogged ducts. DS2's didn't unclog until he was 11months. DD1 unclogged at like 8 weeks. My doc wouldn't do surgery until at least a year because she said the majority of cases clear up before then.
