potty training regression

Help! The terrible three's are in full force over here. E will be 3 at the end of March. She has been daytime potty trained since April. She has the occasional accidents, but has been doing very well all this time. She's even been waking up dry several times in the last month.
For the last few weeks, she'll say she has to go potty, we'll get in there, she'll put her potty seat down, and then say no, no go. If we make her try, she throws a holy fit but will usually go. She espeically does this "have to go, no don't go, when we're away from home and have to use an unfamiliar potty (I have a travel potty seat so at least she doesn't have to balance on the edge of a big potty) but she does do this at home as well sometimes. I don't think it has anything to do with a UTI or anything as she doesn't display any pain or discomfort when she does pee.
Lately when she says she won't go and I tell her she has to try, she gets mad, hits me, and then stands there and deliberetly pees on the floor. It's no accident.
I don't know what to do. We put her in time out for hitting, but it doesn't stop the hitting, and I am so tired of her peeing on the floor, or refusing to go. Is this normal to regress, is it just the terrible 3's and she is asserting some of her own control? Will it likely go away? Whose been through something like this?
