Dealing with ILs

FI have been going back and forth with his parents for a long time about how they care for our kids when they are visiting. Basically, they never discipline for misbehaving, they let them do whatever they want, and they give them a shit ton of snacks and let them sit in front of the tv for indefinite periods of time. We've also asked them multiple times to not put DD2 in a pull-up because they just treat it like a diaper, and it's interfering with her potty training. They pretty much ignore us though, and the last time the girls stayed with them, DD2 came home in a pull-up.
At this point, FI and I are at a loss. We've told them multiple times that if they don't at least put the girls on time-out for misbehaving, they come home acting like crazy people for the next three days. And we've warned them that if they ignore our wishes, the girls won't be staying with them anymore. It sucks because they're our only babysitter, and it's nice to have a break sometimes, but not if it makes parenting more difficult as soon as they come home.
So WWYD....ILs have asked if the girls can stay with them tomorrow, FI has asked me to tell them no because he knows if he tries to handle it, he's going to get angry because his parents know how to push his buttons. How should I tell them no?
