A magical wonderful thing has happened. My kid loves her room and her bed. And her toys. So much so that she'll wake up from a nap in her pitch dark room and play, and give me a heart attack with a resounding crash that was the result of her climbing onto her bookshelf and knocking over her train that was on top.
So. What is a decent, secure, CHEAP video monitor that functions on little to no light? H and I have iPhones, it'd be awesome if it used those as receivers but it's not mandatory. She's 13 months, I feel like we'd have at least a few years of necessary monitoring.
If you haven't used one, great, good for you. We live in a loft apartment and can hear her from every corner, but I need to see her, especially because we're upstairs and she's downstairs.
There are different apps you can get to view it on your phone or a browser. We've had no issues. Plus, it would be wicked easy to add another camera if we needed to.
We have a summer infant brand one. Ours isn't the cheapest, because it comes with a monitor and can connect with your phone. I think they sell just the camera and you can hook it to your wifi.
I like it. It has black and white night vision, so it works in the dark really well. This is the one we have. (Didn't spend that much on it, though)

Omg it's only $65?!?!?!! This is fabulous. She sleeps with it REALLY dark, like I cover the glowing fire alarm light dark. Does it glow or is it pretty inconspicuous?

There's a red light on it... I think maybe a ring of red when it's in night mode? Like, my kid noticed it but it doesn't bother him enough to not sleep.

Another vote for the Foscam option. The interface with our phones is great and I love being able to spy on the baby while I'm out on a girls night or something.

The is a no judgement statement, but your 13 month old isn't in crib?! Whoa
She's entirely evil and can escape a pack n play, a crib, whatever. We have poured cement floors and I wasn't comfortable with her potentially falling, so we put her mattress on the floor.
Another vote for Foscam. We have a monitoring app that allows us to control it (and talk to LO through it). Sometimes we just use the browser on the computer but mostly monitor from our phones.
