I wear leggings all the time, but my shirt is longer and covers my butt out of fear they might be see through. (Side note: why don't they make them thicker?!). I also sometimes wear it with a former fitting shirt. I'm a size 2/4, so not much curves to be seen. Honestly, I think this whole discussion is dumb. Sure, if people were wearing tights/panty hose as pants then that would be worth talking about.
I should add that leggings are not professional attire and I would have never worn them to work. But, now that I sah, leggings, a longer shirt or sweater and cute boots are my go to comfy, yet stylish outfit.
I can't decide what is more pathetic - this AW of a hypocrite spouting ridiculous notions about preventing "lustful looks" to get page views on her sad little corner of the internet, or the fact that a national news show felt the need to cover it! "News" that is clearly all about driving web traffic makes me stabby.

So ridiculous. But this is the idea behind dress codes at schools banning short shorts and sleeveless tops too. That it's too tempting for the men. So regardless of her personal mission, I'm sure her daughter is still getting the message that it's women's responsibility to control men's lust.

They do! I get the cheapies from Walmart and they are NOT see through at all.
These are the best. I have black, dark gray, and jeggings. I think they are cheaper if you get them in store rather than online though.
I bought some that are fleece and fur lined from 5 and below.
