Emmeline- Too trendy. Pippa- Love, but only as a nn for Philippa. Willa- Love. Gemma- Not a fan. Britta- Not a fan. It makes me think of water filters. Camille- Meh. Harriett- Not a fan. Annora- Much prefer Honora. Lillian- Really not a fan. Romilly- Again, don't like it. Charlotte- Love, but not with your son's name. Scarlett- Meh.
I would be so excited to meet a little Philippa (nn Pippa) Jane or Willa Jane.
The frontrunner is currently Lillian. I don't hate it but I'm not in love with it. DH loves Charlotte and Scarlett. The issue I have with Charlotte is that it's so popular and with DS's name we sound like an encyclopedia. Scarlett I find is becoming trendy.
MN is likely going to be Jane (both grandmothers have the same middle name) but it's not set in stone.

Emmeline -- okay, but Emma variants are hugely popular these days Pippa -- prefer as a nickname to Phillipa Willa -- no Gemma -- use Britta -- are you naming a water filter? Camille -- all can I think of is the character who died of TB in the book Harriett -- why the extra T at the end? Go with Harriet or Harriette Annora -- I prefer Honoria Lillian -- SO. MANY. LILYs. Romilly -- What is this? Charlotte -- good, but common Scarlett -- O'Hara? I've never been a fan of the character or the name
Of the new list, I'd have to go with Gemma or Charlotte
If you're set on using Jane as a middle name, use Charlotte. If you go with Gemma, I like the sound of Gemma Jeannine as an option.
Emmeline - I've always liked this but Emma is so ridiculously popular atthe moment. Pippa - nice, but it'sa nickname, not a given name. Willa - mot my style. Gemma - sounds too much like Emma. Britta - is this a name? Camille - Camilla is much better. Harriett - nice, but do you mean Harriet or Harriette? Annora - I think this must be a mis-spelling of Honora, which I like. Lillian - feels very old fashioned. Lily is much better, but very popular at the moment. Romilly - not my style. Charlotte - extremely popular at the moment. I have no idea why so many people are saying that you shouldn't combine it with your son's name. Your comment that the combination makes you sound like an encyclopedia makes no sense to me at all. Scarlett - also very popular, and not my style.
Emmeline -- toss Pippa -- only as a nickname for Philippa, which also meets your double letter criteria Willa --- nms Gemma -- toss Britta -- toss Camille -- keep Harriett -- keep Annora -- toss Lillian -- keep, but is getting popular Romilly -- toss Charlotte -- toss because with Dallas it sounds like your kids are named for the cities Scarlett -- keep
Of your list Lillian is my favorite, followed by Camille and Willa.
I love Poppy and most floral names, but I still think Philippa Jane/Pippa Jane is GORGEOUS.
The only issue wih Philippa is I have a friend named Filipa. So if we use that it would have to be Pippa
I don't see naming her Philippa as an issue if you're going to call her Pippa. But I also don't avoid names because someone else has them. My H has a young cousin named Samuel, but it's still our top boy name.

This is a ridiculous response. Of course it is a name, from Scandinavian roots.
I'm named after someone in my family who was out of the country at the time, and apparentally they all forgot how to spell it the day my birth certificate was signed.
It doesn't have double letters but it does start with the same letter as your DS's first name.
I *think* we've decided on Charlotte Jane. Because we're not American I don't think the city issue will come into play as frequently as it would if we lived south of the border.

That does make a difference! As someone who plans to travel to both Charlotte and Dallas within the next 5 weeks I definitely think of that association.
Of your list, I like Emmeline, Camille and Lillian.
I love Pippa but only as a nn for Philippa. Philippa Jane is beautiful.
Emmeline is okay, and I like Willa.
I would toss the others. Charlotte is too popular for me, and I never liked Scarlett.
Edit to say I like Gemma, but Gemma Jane sounds odd.
Agreed Philippa Jane NN Pippa is best. My favorite on your list is Gemma, but that just won't work with Jane. And I think you should keep Jane as a=the MN for family significance.
