I hate to even be thinking about this but it has been in the 40s here too much not to. Last winter was so easy because I just bundled her up and wore her. Now she just wants to move and in the cold wet barn that is becoming problematic. So any thoughts or recs for Boots with waterproof soles Mittens?? Is this a thing? Suits that aren't fleece and not super pricey Also we have base board heaters in our apt. And they get hot 😳😳😳 How do you keep these destruction machines from burning the crap out of themselves? Any other pro tips?

Baby Bogs are great winter boots for toddlers, you can sometimes find them for not too much money on Amazon. We have them for dd1, but I'm not going to get anything like that for dd2 until she is full on steady walking. Robeez or other soft sole shoe might be okay if you just have her in the barn, not in actual snow and mud.
You could also start looking for used cold weather gear. A lot of people don't get much use out of it at this age so it would likely be in great condition.
They make baby mittens. They have no thumbs. They are good for when you have them in the carrier or stroller, but I don't think babies would like them much when they are crawling around and playing.
Not sure what people do with baseboards. They had them in the cabin we stayed at last weekend and I found them stressful. I blocked the one in the living room off with two chairs and an ottoman, and just kept an eye out for her in the other rooms.

Here I found some waterproof mittens that are actually meant for kids playing out in the rain. They should do for the barn, too, though. That and a fleece-lined rain jacket would probably do the trick. Or you can get full-body suits, basically like a snow suit:
Obviously it's going to get filthy at the barn, but if you buy it knowing that then I think it's nbd. You can probably find something similar used on ebay or at a consignment store.
As for the baseboard heaters, I don't really have any suggestions except to be vigilant. DD3 keeps heading for the power strip I have in our living room for my laptop. She's grabbed it a few times before I could stop her. I'm still figuring out how to deal with that. The good news is that after a few months they will usually sometimes start to leave things alone if you consistently tell them no.
For the walk to and from school I'm getting M a full body snowsuit and for car rides I'm going to make her some fleece/minky boots and buy a hat, mittens and a thin jacket. That plus a blanket for in the car should be good for her. I'm making the boots because she has fat feet and I can't find ones that fit her for less than $40.
