You forgot one of the biggest factors for me - price. Are they about the same amount of money!? If the difference would make an impact on what we could afford day-to-day, I might choose the cheaper option.
Also, how long are you planning on staying there?
We currently live in option 1. They are pretty much exactly the same cost. Our loan would be the same. We have a down payment already so any net from the sale would replenish savings and update the new home.

I am apparently the odd one out. Option 1 for now? Disclosure: I grew up in a big, safe city in a 2BR and now live in a suburbany area, so that still feels unfamiliar. We live in in a 3BR townhouse condo (expensive real estate!), so the worst combo of option 1 and 2 in a sense. I'd love to be able to walk anywhere (no designated driver if you go out)! So for me where you live right now sounds very neat. Do you have school age kids? If not yet, I'd just stay put for now and take my time. A less tiny kitchen would be nice though!
Something to consider: A 10 min longer commute might be much worse than you think depending on how it would get affected by weather/accidents. My husband's commute is 15 min on a good day but can be easily 40 min if there's an accident. Before you decide on buying I'd test the commute on a workday if possible or check if there are alternate routes.

We are staying put for now for some of the reasons you note, and also my H is just not ready to "sell out" just yet, ha! Although I might be ready.
I think our neighborhood elementary school is rated a 7 instead of a 10 because non-native English speakers do not perform as well on standardized tests. The families who go to this school adore it and sing its praises. So even if we stay here the school is really quite good. I also feel my children will benefit from a more culturally and racially diverse learning environment which the suburban school option definitely does not offer!
All that said, I still check to see what homes are listed in the suburb I like every morning, so I guess I'm still conflicted.
