I'm hoping that someone knows of a product that is plush and plays soothing sounds that a toddler could easily turn on in the middle of the night.
It seems most of them have buttons or a control panel. I'm hoping to find one that DD (almost 3) could hug/squeeze to activate the sound. The closest I've seen so far is a cloudb bear, but it only has a heartbeat sound.

What about a Build a Bear? You could record whatever sound you want?
We also have a My Pal Violet (they make Scout, too) that plays goodnight music when the paw is squeezed. You can program it in the computer to play whatever songs you'd like from their menu.

We have the Snug-a-Monkey and you only have to push it's tummy to turn it on. My almost 1 year old does it sometimes. It stays on for about 15 minutes and it lights up in the beginning and then the tummy light goes off and you just hear the music.

We have the fisher price glow seahorse. The 2.5yo loves it, sometimes I hear her play it for an hour before going to sleep. You push on the stomach to turn it on, it plays music for ~10min.
Late to the party, but we have a Cloud B sleep giraffe that has 5 or 6 different sound settings and my 2.5 year old loves it. It's his go-to stuffed animal and the buttons are easy to access so my son can turn it on when he wants to.

We have the Cloud B Giraffe too, we put it on when he sleeps and it's secured by its velcro straps to the crib, but when he's older the buttons are definitely accessible for a toddler.
We also have a Gloworm. It's not the cool '80's one with the long nightcap but he loves it. Hugs it on himself.
