We just got a Joovy caboose ultralight and like it. It was the most compact sit and stand I saw. DD1 is 3 y/o and she could use a bit more space in the back (the car seat only fits in the front seat) but she is tall. She prefers to stand and walk more than sitting anyway.
I didn't look at any side by side strollers as the ones I have used felt huge and cumbersome.

If you want a side by side I would look at valco snap duo, city mini double, or mountain muggy duet. I believe you can buy a car seat adapter for any of these.

We have a handmedown Phil & Ted Vibe. I think it's the most compact double I've seen at the playground. Not sure how much it costs, but I think it's not cheap.
For an umbrella stroller I really like my Chicco Echo. I have the single, but they make a double.
