I adore Arthur and Edmund. I wouldn't nn them, but do think Ted or Teddy could work as nns (as well as Ned). I also love Theodore, but it's definitely climbing.

Arthur- keep, it is plenty uncommon Theodore- toss, it is very popular/trendy right now, and you say you don't like that Sullivan- mehh Garrett= toss, NAF Edmund- keep, but I prefer Edward

If you dislike Ed as a NN, I would throw out Edmund entirely. NNs tend to come up organically, and I think Ed is a natural NN for Edmund. Even if you insist on calling him Edmund, his friends, school, heck even HE might start calling him(self) Ed.
(We have friends who named their kid Alexander but HATE the NN Alex.. Guess whose son wants to be called Alex?)
Before I read all the way through I'm gonna comment on the nn for DS but not DD. I don't think you're completely crazy. My younger sister had endless nn options for her name and I had none. As a child I wished so bad I had nn options. It was kinda petty maybe but I spent a lot of time trying to figure something out!
I had the same situation with a sibling (I have no nn's, they have a lot of options) but I was on the other end of the spectrum in that I like having only one name. I think it must be annoying to have to differentiate between your full name and your nn.
