I have the following for the twins:
24 osocozy NB prefolds 10 clotheez NB prefolds 13 NB workhorses 11 small workhorses 10 NB AIOs 19 PUL covers (clearly I kept thinking I needed more covers!)
A ton of cloth wipes, wet bags, cream, pail liners, etc.
Meh, you have enough covers and could totally trifold flats.
I did that a lot with M, just because I was doing diaper laundry reliably often enough that I could afford to just wash the cover when it was pooped on, though her poops were small enough that it happened surprisingly little.

I'd probably get some more prefolds or half flats to bulk it up. I went through most of the recommended 36 changes washing EOD during the nb stage. And those small workhorses will likely not work well at first, especially for twins.
I'm going through 20-25 diapers and day with my girls. Loved me some cloth with DD1 but cannot imagine it with these two at the moment- it would be way too much. I recommend (gasp!) having some disposables at least for the first month.
I'm not sure how many levels your house has but I think you'll want a changing station on each level so I probably would say to get more pre folds just so you can have enough at each station. Unless you live in a one story house in which case you might be ok. God speed my friend. I admire you
The small workhorses are surprisingly huge and I don't think that they would work on a NB - especially not a twin. Flats can be folded in four and then used just like a NB prefolds, so they are a good backup (but are bulky). I would add some half flats - which might also be more customizable if the babies are smaller than expected. Or premie prefolds, but I'm not sure how much use you would get with them.
And +1 to tons of wipes. I think that the least that I've ever had has been 60ish (now I have more) because I like having an ample stash at each changing station.

E was really small - 4 lbs 8 oz at birth and 7.5 lbs at 2 months. I was really glad I had a big variety of things to try with her because we had issues with things being too big forever but she was soaking through what was small enough to fit. NB prefolds were definitely huge on her. I used my wipes as doublers a lot, especially in the aios. I guess what I'm trying to say is don't plan on having everything fit at once. E didn't fit into most of my NB AIOs until at least 2 months old, but those were my favorites because they were more trim than most of my other diapers and she was just so tiny.
I think you are totally good! We used cloth day 1 home from the hospital with our twins and had 56 changes. That was plenty. And 19 covers is more than enough! I did laundry every other day and I think there were only a few times that we almost ran out.
But totally agree with the others. Always more wipes. Yellow/small workhorses didn't fit until like 3/4 months and my twins were a decent size 5lb 10oz and 6lb 4oz.
It sounds pretty good to me! We had roughly a dozen half flats, 24 nb prefolds, and 15 workhorses in our NB twin stash and it worked well. You'll definitely have enough covers!
