Responding to questions

This will be a P&R, so I apologize in advance for that.
The kiddo is having a hard time with conversations, especially with answering questions. If someone asks her something, she'll often not answer or if she does, the answer will be really off topic. She will respond to basic questions from her grandparents and us, but most of the time she'll just say "Idont know" (when we know she knows because she will sit here and say it when she's talking my ear off). If someone asks her a question about one of ther special interests, though, she's more an willing to converse and hold a conversation. For example, this morning in church she was talking to our pastor about My Little Pony (as an aside, she discovered it last week and rapidly latched on to it), and other weeks she's had whole conversations about Veggie Tales with him and some other people. But if she's asked a basic question that she should be able to answer, she won't do it, even with prompts.
is there something I can do to help her with this? The IU is really dragging their feet with calling me to even set up an eval, and I'm Calling them again tomorrow to see what the holdup is, but while we're waiting to get that ball rolling and see if/what services she qualifies for, what techniques can I try to see if I can get her to converse and answer basic questions?
