Ours sounded optional. I can't imagine not wanting it...for me it's way easier than having to pack everything up to go to the health unit and ask questions or have little one weighed. If you don't want it just tell them that.
This is offered in Ontario as well. I accepted the phone call check in but declined the home visit (i should add that it was made clear that i had the option). I cannot imagine it being mandatory. Hopefully you can get out of it. It is a great service that is provided but i totally understand not wanting to take advantage of it.
It's also offered in Saskatchewan. I like it, but I live in a very small town and know who the local health nurses are anyway haha. Plus she double checked our car seats for us this time around which was nice, she gave us the checked paperwork in case we ever get pulled over for a random car seat check (didn't know that was a thing, but apparently so!)

You can request a different nurse if you had a bad experience prior. It is really a good thing for some moms who may not be taking care of themselves or struggling with breast feeding. They have also caught some ladies in my area that would have died otherwise due to complications with their BP. I would strongly suggest not opting out.
