Aubretia -- no Bergenia -- no Clematis -- sounds way to much like a Hollywood stereotypical Southern man's name, and can see this getting shortented to Clem, which I hate Diascia -- no Eglantine -- not terrible, but I want to break out in song (from the movie Bedknobs and Broomsticks) Freesia -- the flower is so sickly sweet to me, I can't imagine naming someone this Gaura -- I think this would constantly get confused with Laura Heliantha --- prefer Heliotrope if you must go in that direction 'Ilima -- no Justicia -- not bad, but I'd go with Justine Kerria -- like Lupin -- no Malva -- no bad, but not great Nigella -- NO, NO, NO (Nigella Lawson has ruined this name for me) Orris -- feels masculine Plumeria -- like freesia, this flower is sickly sweet to me and I can't imagine naming someone this Quince -- feels masculine, but I love quince jam! Ruellia -- I'd go with just Rue if I were going to use this name Scilla -- Where's the Pris? It feels like someone left off the first part of the name Tamarisk -- I can't get past thinking Tamarind, but I like Tamar Ursinia -- I'm not fond of it, and keep thinking about bears when I hear/look at it Vinca -- no Wulfenia -- no Xeranthe -- not terrible, I might consider it as a middle name. I'd automatically suspect anyone using it would have gone for the cool X initial but couldn't use Xavier/Xaviera Yarrow -- no Zephyranthe -- I have a guilty pleasure liking for Zephyr for a boy, but this feels a bit much

Most of the flower names you mentioned are a big fat "no" from me. I do like the more popular flower names though like Violet, Dahlia, Astrid, Rose, Lily, etc.

Those are all botanical but not all have a floral element. I think Tamar means palm and Quince is most associated with fruit, not the flower. I mean Lemon isn't really a floral name in my eyes even if lemon trees make flowers. My daughter has my favorite floral name, Iris. I also love Rose, Magnolia, Violet, Poppy but I'm anti theme, so I'll never use them.

I LOVE Aubrieta. So pretty! I think the others are too scientific sounding or too difficult to spell or pronounce. Though most of them are lovely, I think it could be difficult having such a difficult, unrecognized name.
I like Orris and, like Oleander, I prefer it on a boy.
Other ones I like (including GP): Zinnia, Linnea, Acacia, Magnolia, Poppy, Ivy, Laurel, Delphine (depending on whether you consider it related to delphinium or not), and Tulip .
FYI Tamarisk is an invasive species here in the U.S. It has totally changed (for the worse) the river landscape. Here in the west, they are trying to eradicate it.
