Rash help!

So when LO started switching to underwear at daycare (and subsequently at home) he got a rash on his butt. It's on his cheeks (not in the crack at all), so I don't think it's poop related. It's persisted for the last week or so. Our detergent hasn't changed, and I wash his underwear the same way I washed his diapers (we cloth diapered), so nothing really different about *what* is touching his butt. I've been coconut oiling him every night in hopes that that would help, but nothing has really changed. For the most part it's not a raised rash at all.
I wasn't too worried about it (LO is pretty prone to diaper rash), but then he started getting a rash on his hands. It's mostly in the area between his pointer finger and thumb, and it feels different then the butt rash. It feels like dry skin. I'm okay attributing it to his increase in hand washing/water play drying his hands out. He just transitioned to the toddler room, and they do a lot of hand washing (and LO looooooooves washing his hands, spending lots of time on it). Again, I've been trying to use coconut oil to moisturize at home, but it's hard when most of the culprit handwashing occurs not here.
So those two rashes I wouldn't be too concerned about, but now it looks like he's getting a rash on his cheeks/chin too. Not raised, not dry feeling, just red. I have no idea what could be causing this one. He has spent a bit more time outside in the cold weather, but it doesn't really seem like windburn or anything.
Coincident with all these rashes have been a development of love of clementines (he'd never really eaten them before), so is it possible any of this is an allergic reaction? I'd expect to see hives or something if it were, so I don't think that's it. The timing is just suspicious and makes me wonder.
WWYD? I suppose I should try upgrading to something more moisturizing than coconut oil ... but I don't really know. It doesn't appear to bother LO at all, so I'm not sure it warrants a pediatrician visit, but I don't mind going if it seems warranted.
