Yes, wear leggings with a sweater dress. I had to go to court once for a traffic thing and I wore a suit. I was dressed better than pretty much anyone in the courthouse. I think no jeans but cheap other pants are fine.
I'll be the dissenter here and say I don't think black jeans are appropriate. I work in a business casual environment and we aren't allowed jeans regardless of color.

A guy I know had jury duty for a day last week. He wore slacks and a button down shirt. He said most other people were there in pajama pants. He was rather appalled. This is in central California.

The county I work for jeans would be fine. It would be a step up from what some people wear (sweats, pj bottoms, etc). The only hard and fast rules are no shorts, sandals, tank tops. Truth be told, I would call jury services and ask them.
If I wear jeans, what happens? If it's just the other jurors teasing me, that cool

I would wear jeans and not think twice. What's the worst thing that can happen? They send you home?
I'm pretty sure they just put that so people don't show up in pajamas. At my last summons I was next to a guy wearing a neon yellow track suit and no one seemed bothered.
I would not buy new clothes for jury duty. Unless I needed an excuse to go clothes shopping. I think you're on the right track - putting together an appropriate outfit from what you own.

As someone who used to go to court everyday, I promise if all you have is jeans, jeans are totally fine. They will not turn you away for that. They will just be happy you showed up. But yes, leggings would be fine, black jeans would be fine. You will look totally appropriate and not feel out of place. You don't need to go shopping.

If I got called for jury duty here, I'd wear jeans for sure and I work at the courthouse. But I don't know that ours specifies business causal or whatever. I wouldn't even think twice if I was a lawyer trying a case and a juror on my panel had on jeans.

Frog costume is pretty much guaranteed to get you struck if you don't want to serve though. So maybe consider it @scoutnumbers.
