I am not an expert but did you keep records of your texts and did he already tell you the quote via text? If yes I don't see why you would have to pay more if the quote goes up if you did your due diligence and he hasn't done anything in 1.5 years.
I agree, this situation is really frustrating. Do you have any reason to think he's lying about the quote or that it's too high?
I had a similar situation where a girl hit me and scratched my car. It's a lease, so we took it to the dealership to see what they said. Apparently, it would cost anywhere from $0-100 when we turned it in. The girl's dad gave us $80 cash and we have no intention of getting it fixed ourselves.
I think 2 years would be the normal statute of limitations. If you want to be super nice, you can remind him that that amount of time is almost up and let him know in writing you will pay within that time frame only.
He shouldn't have to pay just to get a quote. That should be free.
Does he possibly not have the money to front for the repair himself so he's putting it off?

I don't think he is lying, but if he went and got a quote, wouldn't they give him something in writing? I was in the opposite situation years ago and when I went and got the quote they gave me a detailed description of what they would do and how much it would cost.
Yes. If he went somewhere and got a legit quote it would be in writing. So at this point my guess is he didn't go in and get it looked at. Not necessarily that he is lying just that he probably didn't go in to get the quote

My lawyer boss thinks that if he comes to me I can't really say no, but I should definitely hold strong at the original amount if he tries to come back and says it costs more.
Haha. I do because I was the one who hit him and I feel guilty about it, but I also have tried to give him the money with one stipulation (the quote) and he hasn't responded.
So I guess I need to stop caring and I'll just be ready to pay when he calls.
You have done your due diligence. If he calls within the two year mark, grand, hand over that dough.
I had something similar happen. I put my car in reverse and got out of it. Long story; let's just say I was not feeling well that day. So there it goes in reverse with the door open and me hopping around trying to get in it and it scraped along the side of the car next door. It wasn't terrible because it had these plastic or rubber door inserts so it just really went along the fender. But it was definitely noticeable. I left a note, the person emailed me at work, we corresponded a couple of times. She was going home to South America and promised to get it looked at after. I sent one more reminder and then dropped it. Meanwhile I forgot the person's name and our email purges every 3 months. I feel awful about it but ultimately it was her responsibility to get an estimate. I have no way of contacting her. And that was around 4 years ago.
