Appropriate way to handle

Pip started attending ECSE prek at a public school last school year for the 4th quarter. He's in the same class this school year. One of the paras from last school year retired and was replaced with a new para. Pip has worn cloth diapers since he started, with a couple exceptions. Last 4th qtr, there were zero issues with his diapers beyond the initial learning curve (i.e. confusion over wet/dry with the stay dry lining of a pocket). Summer school, with the same teacher but different paras had minor mistakes (i.e. putting the fitted on inside out), first 3 quarters of this school year had only a few minor mistakes as well. 4th quarter though has had sloppily put on diapers, handfuls of dirty disposable wipes sent home in the soiled diapers, and most recently a diaper that was not changed at all the entire time he was at school. I put it on at about 730 and removed it at about 1230.
I contacted the teacher and requested they dispose of them wipes in the trash. Teacher responded back that the paras said they have been throwing them away.
I contacted the teacher about the lack of diaper change Tuesday and the teacher responded that the para checked him at 9 and 11. Unlikely given I had wrapped the prefold around Pip and when I opened the cover the prefold was wrapped as tight as it usually is when I put it on, Pip doesn't hold urine yet, and it was wetter than any daytime diaper I have changed. No answer was given to my question of how was he checked.
