YAParentingT: My kid won't stop at bedtime

HI,
I knew this day was coming. I can't count the number of times I've heard that I was "a talker" as a small child. My wife was apparently the same way.
So it's not really a huge surprise that my oldest son is a little chatterbox, too
Now, normally, we either just kind of ignore him, or engage him, depending on the circumstance.
However, lately, we've been running into a problem with bedtime. My oldest son, almost five, and my middle son, almosttwo, share a bedroom. The middle son has just graduated from a crib to a "big boy bed" (they have bunk beds, with the oldest on top). That brings with it it's own set of challenges.
We've found that so long as it stays somewhat quiet in their room, my middle child will get to sleep just fine. However, we can't (or don't want to) always keep our oldest son awake long enough for his brother to fall asleep. This causes problems because my oldest will NOT SHUT UP. This, in turn, keeps his brother up. There have been a number of nights where 10pm, 10:30pm, or even 11pm has rolled around, and both of them are still awake (they normally go to bed between 7pm and 8pm).
We've tried rewards, threats, punishments, pleading... everything that we can think of. He still refuses to just SHUT THE FUCK UP and go to sleep. I'm about this >< close to getting out the duct tape. Sometimes, we have him fall asleep in our bed before we come to bed, but frankly, this isn't a solution we like. If nothing else, he needs to learn to get to sleep in the same room as his brother.
Any other parents run into this? Any advice?
