Pre construction or resale

Hello all,
My friend is thinking to purchase a new home in North York. He was hoping to purchase a Condo rather than detached or townhouse from the condos for sale in North York. He is going to settle there after his marriage. He has been searching for a good one for the past few months now. He is totally confused about which one to buy, a pre construction condo or the completed one. He wants this to be a surprise to his fiance, so he cannot discuss anything about this with her. I am trying to help him out however I can. It would be great if anyone could tell which one would be the better one- pre construction or the completed one.
Also, it would be really appreciated if you could give me insights on the HST and the HST rebate.
