Another question...moving districts

Currently we live with my parents in District A.  DS1 attends a private special needs school that the district sends him to.

DS2 is in the process of being evaluated for special services.  We have tentative PT, OT, Speech, and Social evaluations scheduled. He turns 3 at the beginning of June.

We have been house hunting and found one we love, but it's not in our town.  It's in District B which is much larger.  There are a lot of children from this district in DS1's school and another little boy's father said District B has been nothing but accommodating to him.

If we bought this house and closed in April or May, prior to DS2's IEP being written what would we have to do?

Should we just stay with my parents and claim the house is not our primary residence yet?  What is the recourse here?  Do we instantly register DS2 with District B's special services and have to start all over?  I know that if we are not primary residents of the district that they can sue us for the cost of the tuition to school so I'm trying to figure out how to do this.  Or do we wait a couple of months to buy?

Any suggestions?  

ETA:  We are very confident that District A will send DS2 to the same school as DS1.

For DS #1, his IEP holds when he moves until they have the chance to do their own mandated eval. So you would report the move when it happens.

For DS #2, it matters less. If you're certain either district will send him, it might make sense to register with the new district when you move so they know to expect him. You might be able to hold off settlement until June.
