Just passed a city cop with a pulled over car on the other side of the road and then the city limits sign. Can they pull you over past the city limits?

Yes. DH is a city cop, they don't typically wander off much past a mile or so out of town, but they run radar all the time on the 4lane highway on the edge of town and most of their stops doing that are technically outside city limits.
They can definitely follow you into the next jurisdiction. And a town cop was telling me how he can radio and get permission from another town if he wants to address something there.

Some cities have agreements that allow them to issue tickets in adjacent areas. Pretty common.
It read to me like the cop pulled the person over just past the city limit sign, which leads me to believe the infraction that led to the stop happened within his jurisdiction within city limits and that's where the stop began so it would be ok. As @sterling said, it's very common for there to be some overlap.
