Work help.

I was going to toss this in the randoms thread but figured I'd put it out here instead.
I'm finding myself becoming more and more frustrated with work and the lack of schedule. I specifically asked my boss to contact me tonight about tomorrow and whether or not she'll need me. Of course, I haven't heard a thing. I get that part of this job is handling the ebbs and flows and last minute crap that comes up, but I can't help but feel like SO much COULD be planned ahead, and just isn't.
I also really need to start to know what kind of money I can count on per week. If they're going to keep me with only 2 guaranteed shifts, I'm not sure that I can stay here long term. We are a need-2-incomes family, and the lack of guaranteed income is difficult for us to manage.
Last week I was slated for 16 hours and ended up working 40 - but I can't count on that every week.
If and when I get called in tomorrow, I'm thinking about sitting down with my boss and expressing some of this. I've not even been there 3 months - do you think it's too soon? Should I just hang on longer?
I don't want to leave, or find another part time job. Ideally, I'd actually love to see if there's any other work I could be doing downtown in the admin part of the business. Do you think it would be inappropriate to broach that idea with my boss (and boss' boss?)
I've been told numerous times that I'm next on deck to be made full time, and that they love me, and that I'm doing great, etc etc...but they're just words with literally no movement. I guess I feel like I'm somewhat being taken advantage of - I'm available when they need me, but they don't have to reciprocate by guaranteeing me a concrete schedule.
Any help would be appreciated. I don't want to lose this because I love it...I just don't want to be in this weird limbo for too much longer.
