Meh. We're not planning to buy a double stroller, but if you think you might use one, by all means! The worst that can happen is you get judgy- eyes from someone who should be minding their own business anyway. But if you think you'll only use it for a year, consider getting one off Craigslist to save some $$$
We bought a City Select when DD2 was born. DD1 was 6 weeks shy of 3. She was a runner, so that kid had to be strapped down when I had two. We used it a lot in the airport, and at things like the mall and the zoo. She'll still ride in the double Bob for walks or runs. So I don't think it is totally crazy. Especially a sit n stand.
If you got the one that has the little spot for him and not a TRUE double I think that great. Worst case scenario the cooler takes his spot for zoo or park trips. A true "Baby double" no.
Sit and stands are really useful with ages you'll have - we got one off of Craigslist for a steal, and used it a fair amount. DS was 2.5 when DD was born, and depending on the trip, I'd either do: combo of front carrier for DD and DS in our singleton stroller (a BOB); sit and stand for the two (DS hops on and off); or DD in stroller and DS walks. The combo of carrier and stroller can be hard sometimes because, inevitably, DS would want out and I'd be pushing an empty stroller with a hot newborn on my chest.
I mean, our zoo is huge, and when DS was 3, I wouldn't have expected him to walk the whole time. We use a wagon now with a 22 month old and 4 year old, but, for the price, the sit and stand was worth it for that in between phase. Do what you have to do.
ETA: Things can get really dicey really fast if you're out somewhere like the zoo and your 3 year old decides that he or she just doesn't want to walk anymore. Three year olds are stubborn as hell.
We don't use the stroller much, but I am glad I have it. I have a Bob double and use it for working out, walks to the park/ farmer's market. It pretty much stays open in my garage. It is a pain to close and bring in the car, but it is a nice luxury. For shopping and quick trips I baby-wear and have the 3 year old walk.
I am just getting a stroller board for the back on my stroller. My daughter hates sitting in a stroller already so I imagine she won't use one much longer. I will also carry the baby a lot the first year.
We will probably look at a sit and stand. DS is 3, but we go to an amusement park a lot in the summer and take his umbrella stroller or wagon so he can take breaks. I don't think they are unreasonable and I have seen kids that are much older in strollers at the amusement park.
