Ok, I know this has been discussed in the past but last time I used RLR I didn't see much difference. So what's the best way to use it to clear up the dingies?
Wash all the diapers. Then rewash with RLR poured straight into the tub? Or soak the clean diapers in it then wash again? And if I wash again, do I use detergent or just a hot water wash?

When I used it it also worked well. I just poured the packet straight into the drum of the washer. Washed as normal with detergent, then rinsed about a million times. All clean!
I did soak 1 diaper for about 30 min in a bucket with a little bit of RLR and hot water at one point. Then washed again in the washer. That worked too.
I've never seen it in a store either. I have a FL machine, so I can't really soak well. Instead I soaked them in the bathtub with super hot water (I added a few kettles of water from the stove to get it really hot). I also let mine soak in there for a long time, mainly because I'm busy and forget about them. But after a few hours I pull them out and run a bunch of loads of wash with no soap, because I had tons of build up and the suds would not stop, ha. It worked really well though.
