Introduction (trigger warning)

Hello all! I think I did a simple intro here when GCBC started up, but I haven't been active (dirty lurker here).
My H and I just got our initial packet from DHR to start the local foster/adopt program. I'm really nervous.
We went through private adoption about 3-4 years ago, and it was awful. The agency we worked with had questionable ethics, we were encouraged to lie (through omission) on our profile, they weren't honest about the fees, etc. When looked elsewhere, had two matches, but both fell through for various reasons (before the birth). We eventually decided to take a break from adoption all together, and that's when I got pregnant with my son.
I had a total abdominal hysterectomy at the end of April.
I've always had a passion for adoption, and the process we went through earlier really turned me off from private agencies. And honestly, even if we wanted to go through private adoption again, there's no way we could afford it.
We want to adopt a child with visual disabilities. My son was born with cataracts, has been through two surgeries, and has worn contacts and glasses since he was 7 weeks old. I've got visual disability skillz that I want to put to good use for another child. We are hoping to adopt an infant (under 12 months). My husband wants our son to remain the oldest child. We have no sex or racial preferences.
I'm open to any helpful information you guys have about fostering/adopting, so lay it on me!

*Eta I consider myself a Baby Name reg, and I'm occasionally on May 13, but most of them hit FB after the board switch, so not a whole lot going on over there.
**Also, I'm 30. My H is 41. My son (I usually refer to him as "HC") is 2.
