Major networks should shorten the length of their seasons. Either start it later or end it earlier so you don't go weeks between new episodes, have a new one, then go a few weeks before the next new one. Adjust the filming of the new episodes accordingly.
It really does suck that you have to wait about a year for things like Downton, longer for Sherlock, but really, that's the kind of thing I'd rather see: air all of your new episodes at once, then use the time between the end of the previous season and the scheduled start of the next to do all of your filming. Heck, they could even be filming the last episodes for a season while the season's airing!
I know with BBT, there were 3-4 weeks without any new episodes, then a new one, then another week or 2 without one, then a new one, lather, rinse, repeat. Annoying is the best way to describe it.
