How should we handle this type of situation?

We've had some situations in which a user has created an AE account and it has brought about enough notice that other users have questioned whether or not the account is an AE of a previous user. In that instance we look into other associated users. This happens at the discretion of the admin team and it is not up for debate whether or not we will look into the situation at this time. The majority of the time we look into a situation of a possible AE it is determined that the user is an AE or has multiple AEs. When this happens and the user is clearly being malicious, trolling, or catfishing they are banned per TOU. However, this is not always so black and white and that's where we would like your input.
In the event that the user is not yet being malicious or trolling, but they are borderline catfishing by pretending to be a new person and/or denying that they are another user, how should we handle this? I've included some example situations so that you have a better idea of what type of situation we are talking about.
Example 1: It has been determined that a user has created an AE account and is using this account as though they are a new person. They are a user who has started drama or caused issues in the past. Others have questioned this AE and the AE has denied being another person on the board.
Example 2: A user has created an AE account in order to argue with themselves or to white knight themselves on a thread. When questioned if they are an AE they claim they are not and continue to pretend to be a new separate person.
