There is a neurological/development piece to a kid being ready to control their bladder versus just react to the feeling of needing to go. This is not an area of expertise for me, but I've done some reading that explains the myelin sheath that forms around nerves in the body and allows them to communicate effectively with the brain will develop at different rates in different kids. This is one area where girls can develop earlier than boys which may be where the comment about boys training later comes from.
We are encouraging DS to try the potty and be interested so when he is ready we can move forward but I'm not going to rush him into anything. I watched my sister try to potty train my niece for like 6 months + and then all of a sudden one day she decided she was done with diapers. I'm trying to spare myself stress (especially since timing this fall lines up with the new baby) and we will try to watch for more signs that he is ready before pushing it. I know he can make himself go since he will go on his diaper right before bath when we ask but he definitely doesn't understand the holding part yet!
